It has been pointed out to me that stock E398 and V3 RAZR will not play this high quality AAC codec and will not have sound. The best sound quality these can be encoded in is AMR NB 12.2 kBit/s. (mono)
The same for V3 if this phone not AAC ready. If I get some time I can repack these.
