I am Babubhai Vaghela from Ahmedabad, India.
My educational qualifications are BE (Mechanical) from L D Engg College Ahmedabad and Diploma in Business Management from Symbiosis, Pune.
I have crossed 59 and (VRS) retired, after nearly three decades of service, as Sr. Manager (Pricing, Planning and Economic Studies), Indian Oil Corporation Limited, Ahmedabad.
I have been using the extraordinarily useful and effective tool (which is not beyond the reach of a common man) i. e. The Right to Information Act 2005 (http://righttoinformation.gov.in/) since November 2005 extensively and spreading knowledge using the Google Group

In the process, I got threatening (in black and white) from the First Appellate Authorities of RTI for IOC, Mr. V C Agarwal, Director (HR) IOC, New Delhi and Mr. A K Rauniar ED (HR) IOC HO Mumbai for using the RTI provisions that are available to an individual.
In blatant misuse of authority by Directors of IOC, I got chargesheeted by IOC twice for using the Right to Information Act 2005. (Incidentally, after I started writing emails effective 7th May 2002 raising issues of organisational arbitrariness and organisational high-handedness, there have been total five chargeshets - charges pertain to writing emails. There have been two suspensions.)
One enquiry is still continuing even after my retirement. Another show cause notice served in November 2007 to stop my post retirement medical benifit. Timely replied within one week. Mr. G C Daga has stopped the benefit with immediate effect.
I was also put under suspension by Mr. G C Daga, for enquiries pertaining to RTI from 5th April 2007 till the date of my retirement on 31st July 2007. Reply to the chargesheet and the first proceeding files enclosed. Being followed up. Not concluded yet even after nine months. High-handedness continues.
High level of fear psychosis among Indian Oil Officers due to rampant chargesheeting. Even Indian Oil Officers Association scared of providing Defence Officers. I defended the cases myself.
By their undesired acts, Indian Oil Corporation Limited has made me an historic figure - The First person in India to be chargesheeted and put under suspension for using the Right to Information Act 2005.
I have a terrific sense of achievement on RTI front seeking information from Ministry of Petroleum &NG and PSUs like, IOC, BPC, HPC, IBP.
The information that I have sought pertain mainly to the codification of HR Policies to control and reduce the organisational arbitrariness, favouritism and discrimination.
I have put to use the information collected / compiled for corrective actions on organisational basis by making use of the Grievance Redressal Websites of Ministry of Personnel and Prime Minister of India at http://darpg-grievance.nic.in/ and http://dpg.bharatsarkar.nic.in/ I am following up also.
I made a conscious decision to continue with the crusade that I commenced, effective 7th May 2002, irrespective of the harassment, the torturing, the victimisation by IOC authorities and heavy price that I had to pay. I feel happy to trade on the chosen unexplored path.
After stopping our Post-Retirement Medical Facility in a high-handed and illegal manner by Mr G C Daga Director (Marketing) IOC and non-disposal of my legitimate appeal to the appellate authority Mr Sarthak Behuria Chairman IOC for months together, IOC has now served a Legal Notice on 12th June 2008, to be replied within 48 Hrs, received by me on 13th June 2008. Replied by Email on 15th June 2008. Copies of Legal Notice and Reply posted in my folders on this website.

Political Non Accountability is the Root Cause of the serious problems being faced by masses due to high level corruption, mis-governance and lopsided development.
