Reform Judaism began in the 19th Century, embracing social and scientific progress into its practice of Judaism. Today it is the dominant expression of Judaism in the West. But in Israel, where Rabbi Uri Regev heads the World Union for Progressive Judaism, it is disadvantaged legally and religiously.
